Surya Samajik Sewa Sangh 4S Jumla, established in 1994, is dedicated to empowering rural communities to overcome poverty and achieve lasting change. Our approach combines financial services, livelihood development, health education, governance, and capacity-building to help individuals realize their potential. By integrating development programs with social enterprises, we promote self-reliance and sustainable solutions. Over the years, we have worked with more than 60,000 community members, strengthening local groups and institutions. We believe in participatory development, mobilizing youth, women, and children to build inclusive, resilient, and thriving communities across Jumla and the Karnali region.
It has been another exciting year of growth for 4S/ Jumla as developed strategy to shape up projects towards our mission more closely. This year brought many changes for 4S and as many opportunities during the financial crisis, adversely affected some of our programme and ability secure funding for expansion of others. As Jumla is already declared organic by local government and is being practiced as organic district, we still find ourselves behind for it’s readiness especially on preparing bio pesticide and other essential management which also had significant impact on our work in the areas of our agriculture. For the past 30 years, we had been working to unify our efforts to present ourselves as one entity with a regular vision, image and voice in order to translate objectives into actions. The thematic areas of 4S have been narrowed down in the view to be more specialized and focus in the areas of the work. Periodic changes in the policies and strategy has been undertaken to harmonize governance practice. This is again reflection of openness and courage of 4S employees to embrace every challenge and change and make it their own. As the core 4S remains the same and I urge the readers of this report to rediscover 4S and join us in reaffirming our commitment to the rural poor and disadvantaged around Karnali. Off course, none of this would have been possible without the continues support of Community members, local level (Municipalities), government line agencies and district level stakeholders, thank you all for the cooperation and hard work during the year and special acknowledgement for our Supporting partners . Disaster Risk Reduction & Climate Resilience

Rural communities are vulnerable to natural disasters and climate change, and 4S/Jumla actively works to reduce these risks. The organization implements community-based disaster preparedness programs, rehabilitates disaster victims, and builds climate-resilient infrastructure. Projects such as trail bridge construction, snow-harvesting irrigation systems, and climate-smart farming techniques help communities adapt to changing environmental conditions. 4S also engages stakeholders in developing disaster response plans and promotes local ownership of risk-reduction strategies.

Education & Capacity Building

Education and knowledge are powerful tools for social transformation, and 4S invests in building the capacity of individuals and groups. The organization offers training, workshops, and facilitation programs to enhance skills in leadership, social mobilization, and cooperative management. Youth are encouraged to engage in civic participation and community development initiatives. Literacy and business education programs empower community members to access opportunities and make informed decisions.

Health, Nutrition & WASH

4S Jumla believes that good health is a cornerstone of development. The organization carries out comprehensive health awareness campaigns focusing on maternal and child health, reproductive health, nutrition, and hygiene. Community members are educated on safe drinking water, sanitation, and disease prevention through training and campaigns. 4S also collaborates with local health institutions to strengthen their capacity and promote preventive healthcare services. By integrating nutrition-sensitive agriculture into its livelihood programs, 4S ensures that improved food production directly contributes to better diets and health outcomes.

Agriculture & Food Security

Agriculture is the primary livelihood source for rural communities, and 4S/Jumla works to modernize and diversify farming practices. Through the introduction of climate-smart agriculture techniques, improved production technologies, and crop diversification, the organization enhances productivity while protecting natural resources. Training farmers on high-value crops, livestock management, and organic production methods helps increase incomes and ensure food security year-round. 4S also facilitates irrigation systems, seed production, and post-harvest handling techniques to reduce losses and improve profitability.

Livelihood & Economic Development

Economic empowerment is at the heart of 4S/Jumla’s mission. The organization promotes sustainable income generation opportunities by supporting micro-enterprises, developing value chains, and strengthening market linkages. Farmers and local entrepreneurs receive training on business literacy, financial planning, and cooperative management. Special attention is given to women and marginalized groups to ensure their equitable participation in economic activities. 4S also implements revolving funds and microfinance initiatives to make financial resources accessible to rural households. These efforts help reduce poverty, create jobs, and encourage entrepreneurship within the community.

Community Empowerment & Governance

4S/Jumla is dedicated to building strong, self-reliant communities by empowering local people to take ownership of their development. The organization facilitates participatory decision-making processes, strengthens local institutions, and promotes good governance practices at the grassroots level. By working closely with community groups, cooperatives, and rural municipalities, 4S ensures that marginalized voices including women, youth, and minorities are heard and included. The goal is not merely to deliver services but to build local capacity so communities can sustain change on their own. Training programs, social audits, and policy advocacy help ensure transparency, accountability, and effective local governance.
